him or her including, but not limited to, damage done to crops or property,
ecological damage, the hazard posed to safe airport operations, the biological
condition of the herd, or any other special management problem occurring on the
property for which the dmap permit(s) are requested. the applicant shall also
provide any existing management plans for the property which support the need
for dmap permit(s); and any available biological data collected from previous
deer management efforts. the applicant and the hunters receiving dmap permits
