A person desiring to acquire an antlerless deer hunting license that is available by application must make application for a license through the retail sales system in accordance with instructions provided by the department. The fee for each antlerless deer license shall be established by the director. If the number of applications for a license in any unit exceeds the quota of licenses to be issued, a random drawing will determine the successful applicants.
